It actually has some relation to the recent discussion on embedding RDF
vs. linking it.
This proposal suggests storing RDF metadata apart from the main
document in most cases (which is good), and linking to that content
with xml id/idref (which I'm not so sure is a good idea; not sure what
legacy constraints they are under though).
