[proposal] Creation of a fresnel-dev_at_simile.mit.edu mailing list

I have the sense that fresnel development is spamming this list, which
is supposed to be general and not specific, but the traffic and the
responses show that people might be either intimidated by the
technicalities to post about user needs or by the large and possibly
uninterested audience to post about further fresnel details.

Therefore, I would like to propose the creation of a new (public!)
mailing list for discussing fresnel deta.

What do you think?
