No, a namespace URI does not identify a schema. There are many examples,
but take Premis for instance - five schemas, one namespace.

(Or, take MODS and MADS -- I know, different namespaces. But there have been
arguments -- in fact I thought you were the main proponent, Bruce -- to
merge their namespaces.)
